Philippines: Civil society pushes Belem Action Mechanism

As Typhoon Uwan struck the Philippines during the COP30 climate summit, the climate-vulnerable ASEAN member placed heightened attention on the progress of the Loss and Damage Fund. During COP30, the fund was opened for contributions, with an initial USD 250 million targeted in the first round to support recovery and reconstruction in countries like the Philippines.

At a COP30 press conference held in the Blue Zone, the Philippines-based Center for Energy, Ecology, and Development (CEED) urged countries to accelerate energy decarbonization. In its statement, the organization highlighted recent corruption scandals involving the Philippine government’s flood-control projects, warning that such governance failures undermine the country’s climate-adaptation efforts. CEED and other civil society groups also expressed support for the establishment of the Belem Action Mechanism (BAM) under the UN Just Transition Work Programme.
