Singapore approves green fuel levy starting in 2026: How will SAF funding work?

Singapore’s Parliament on Oct. 14 passed the Civil Aviation Authority of Singapore (Amendment) Bill, paving the way for a green fuel levy on all departing air passengers starting in 2026. Transit and transfer passengers will be exempt from the tax for now.

The amount of the levy will be announced by the end of this year, and proceeds will go into a newly established fund managed by the Civil Aviation Authority of Singapore (CAAS) to finance purchases of sustainable aviation fuel (SAF).
