Three years after Taiwan’s Climate Change Response Act came into force, carbon pricing has moved from legislation to implementation. The rollout of the carbon fee this year marks a milestone, but also shifts attention to how supporting policies and institutions will determine its real impact.
At a recent forum, policymakers, legal scholars and NGOs pointed to three areas that will define the next stage of Taiwan’s decarbonization: how carbon fee revenues are used, the role of local governance, and gaps in legal and institutional design.
