日本承諾加入美國「浮動式離岸風電旗艦計畫」（Floating Offshore Wind Shot），成為該計畫第一個國際合作夥伴，共同促進產業發展及降低成本。
根據白宮聲明，日本首相岸田文雄訪美期間，與美國總統拜登會面時強調，雙方承諾共同降低技術成本、加快脫碳工作、造福沿海地區居民。
美國政府擴大發展浮動式離岸風電，目標在2035年將規模提升至15GW（百萬瓩），以減少對化石燃料的依賴，並在2022年啟動旗艦計畫，希望未來10年內能削減成本超過70%，降到每一千度電（MWh）45美元（約新台幣1,400元）。
浮動式風電技術相對較新，因此成本遠高於固定式。根據美國國家再生能源實驗室（National Renewable Energy Laboratory, NREL）發布的「2022年風能成本回顧」數據預估，浮動式離岸風電的成本是一千度電約為145美元（約新台幣4,692元），較傳統方式高出50%。
